Introduction

In 1998, an Australian girl named Kartya, who was 17 years old, had a reunion that impacted for Taiwanese society. Kartya has been adopted from Taiwan and has lived in Australia since she was a baby. She had limited information about her birth family. In order to search for her birth family, she had to expose herself to the media and seek for help. After spending a huge amount of time and resources, she finally found her birth mother. Since the reunion usually happened after the adoptee has grown up, searching for the records becomes difficult because records get lost over a long period of time.
The Child and Juvenile Adoption Information Center was established on September 2005 as a result of Section 17 of the Children and Youth Welfare Law (2003). The center provides a repository for adoption data and records including birth certificates, health records, and all kinds of legal documents. The center also provides services such as records inquiries, medical and legal support, reunion assistances, counseling and referral for adoptees, legal guardians, birth parents, and adopting parents. In addition, the center provides information on legal and ethical concerns regarding adoption procedures.

 
Purpose
The purpose of the center was established by focusing on the adoptees to protect the rights of the adoptees, adoptee's legal guardians or birth parents and adopting parents, to preserve and manage their personal information, and to aid in future reunit services. After the adoptees grown up, the need for identification and closure may inspire them to search for their birth parents, look for their sibling, find out the reason for their adoption, and the background of their birth family and parents. Another reason many adoptees search for their families is because certain medical diagnosis may require information regarding heredity, medicine, and organ transplant records to achieve the best result. The purpose of reunion and search for the past is simply an exploration for their personal life and to fulfill the desire of understanding the truth. In addition, when adoptees understand their unknown past, they can better accept their adoption and create better relationships with their adopting family.
