Written application of adoption information inquiry:
Adoptee aged twenty and above can apply for our service. Once we verify the identity
of adoptee, disregard of biological and adoptive families’ agreement terms in “Information
Release Form,” adoptee will have access to both identity and non-identity information.
Biological family (custodian), adoptive family and party-in-interest can also apply
for this service, but their identity has to be verified first and there has to be
an approval in “Information Release Form” from biological family (custodian) or
adoptive family.
In situation when biological family (custodian) or adoptive family passes away or
is of unknown whereabouts and there is no written approval from biological family
(custodian) or adoptive family, Adoption Information Management Committee will evaluate
and decide whether applicant can have access to adoption information.
Searching and reunion services:
Many adoptees come to the Center simply because they want to gather as much information
regarding their adoption as possible. They want to know about their origin and themselves.
Others want to explore the possibility of reunion or in some cases, to learn personal
medical history, including genetic conditions and medical records. The professional
social workers in the Center will discuss with applicants about challenges they
may face in the process and act as mediator to organize reunion for all related
parties.
The Center periodically collects adoption information from government authorities and adoption organizations, and preserves all adoption data systematically.
The Center or designated investigator from central authority or organization will provide biological family (custodian) and adoptive family an “Information Release Form” after both parties petition court for adoption. Designated investigator will explain the use of the Form and related issues to both parties and assist them in amending and concluding “Information Release Form,” which will be preserved in the Center. Both parties can come to the Center if they want to amend the Form at any time.
The general public can seek consultation regarding adoption, parenting, searching, reunion or “how to talk about adoption with child” via phone, internet or at the Center.
In situation where the special background of biological family (custodian) may pose challenge to those who seek reunion, the Center will actively provide referral service to applicants. The applicants may be referred to professionals for adoption or legal consultation.
The services of the Center are listed on brochures and posters. It promotes adoption issues including adoption, searching, reunion and “how to talk about adoption with child” to the public.
The general public can conveniently and instantly access to information such as adoption act, process, parenting, searching and reunion via the website and blog of the Center. People will be able to give feedback or share their stories with others.
The Center, with feedbacks and suggestions from adoption-related symposiums and seminars, improves the services and makes recommendation to child welfare policymaker.
Through phone, letter, e-mail and visit, the Center introduces the adoption services, acts and procedure to foreign and domestic authorities, non-governmental organizations, scholars and groups. The Center, at the same time, studies foreign adoption issues and improves the services and makes recommendation to child welfare policymaker.
